Hair quote from Q to Picard

I'm looking for a quote that I'm sure I read in a piece of Trek literature. It involves Picard and Q, with Q insulting Picard by comparing something to the way Picard's hair follicles drift down from his head.

I thought it might be I,Q but I've scanned it all and can't find it so unless I missed it, I don't know where else it could be.

Anyone have any ideas?

Is it "Picard, grow some hair."? If so, that's from Q-In Law by Peter David.
