There's quite a few villains who'll have got away with it during the 13th Doctor's era (see also Lenny Henry's character)

His survival last time round suggested he was being kept around for a possible reappearance.

To be fair, Bruno Langley's character was named Adam, and Noel Clarke's was named Mickey.
