The Prophets had the ability to reach as far as Earth and orchestrate the conception of Ben Sisko.and didn't take an active interest in the affairs of other peoples until Sisko showed up. I don't see why they'd have built it.

Anyway, I always figured the Guardian was a living being, the last of its race.
The Prophets live outside normal causal time. So as far as we know, some point in their future they will have already created the Guardian eons ago. Just how they didn't seem to know Sisko when they first meet, but later on come to have already created his birth.
