Guardian of Forever

I know there is a Carl thread in DSC.
Do we know whether the planet Burnham and the Empress beamed down to is the TOS location of the Guardian? Is Carl an avatar created by the GoF? Can it relocate to any space-time location in the multiverse?

 

They said it moved.

 

"Carl" said he moved to get away from the Temporal War and those who would use him as a weapon.

I wonder does he go "vwoorp-vwoorp" then de-materialize, or just fold in on himself and pop out somewhere else?

 

Is Carl bigger on the inside?
