Good video editing software for Windows or Linux

I'm having an old super 8mm film digitized, but it'll be just a basic conversion. I'll have to do editing afterwards, like color balance, bad frame removal, frame stabilization, etc.

Any suggestions on what software to use? I use Windows 10 predominantly, but I'm also going to put Linux Mint on one of my other computers.

Depends on how much you want to spend and how much you really want it to do. I would recommend Adobe Premiere for Windows and another option is Vegas.
 
When I first encountered Premiere, I couldn't make heads nor tails of it. I learned Vegas in school and loved it enough that I bought several versions of it.

Now that I've tried Premiere again with a Creative Cloud subscription, I can at least work with it.
 
Blackmagic Design's DaVinci Resolve is an option. There is a free version that is good for individuals whereas the paid version offers features for collaborative projects.
 
Just stay away from Pinnacle Studio. I have Pinnacle Studio 17, and it is just god-awful. It's slow, unstable, and terribly limited for what it's supposed to be. Instead, I use Ulead Videostudio, and have been happy with them for years, from 7 to 11. I plan on buying a newer version soon, but 11.5Plus has been working so well, I just don't feel the need to as of yet. Just to give you an idea of what you can do with the software, I make crazy credits for friends on another message board. Here are the results:

Simple stuff, but the software is very capable, and inexpensive compared to larger, more complex software suites. What's nice is that it contains everything you need: color balance, saturation tools, and so on. Hell, the newest version is only $63: http://www.videostudiopro.com/en/products/videostudio/pro/

I've used this software for over a decade, and it's easy to use, inexpensive, fully features, and outputs in dozens of formats.
