NBC wanted planet episodes, so probably not. Justman did do his best to space out the "planet of the hats" shows from late in season two, though.

Bob Justman was a hero in my opinion. He was one of the pillars of the Star Trek production crew. He literally put his heart and soul into the show until he reached his breaking point during the 3rd season. His interoffice memos are also some of the funniest items from TOS era.
