Maybe Gegen could`ve joined Janeway's crew?
Chakotay was to Gegen in "Distant Origin" what Buck Rodgers was to Hawk on the BR TV series. Sort of. Analogous anyway. To an extent.
Just change the ending a little. Gegen recants, Galileo-style, his monumental discovery. The Voth PTB then tell Janeway to make like a tree & leave.
Gegen then asks both his Voth PTB & Janeway if he can join her crew to continue his studies, which will simultaneously help Voth PTB as he wouldn't be able to bring up his controversial ideas anymore to the public.
Voth PTB & Janeway agree, & Haw-, err, Gegen, joins Bu-, I mean Chakotay, & the rest of the V'GER crew.
The last scene is Gegen, Chakotay & Janeway looking out the window in Neelix's Mess Hall, & Gegen wondering, hoping there may be lost tribes of Voth scattered around the Milky Way who will accept his discovery & listen to him.
I.M.O. "Distant Origin" was a great idea for an episode but executed horribly, sloppily. That's something for a separate thread altogether.
