So evil Harry actually does get promoted how bout that?

Harry is promoted Lieutenant in different timeframes and virutal realities, except in his reality, you must admit that it is rather ironic!

I'm almost entirely sure this was another instance of the writers making a joke at Harry's expense. Unfortunately I felt this particular joke became a bit mean-spirited and unrealistic.

To remain Ensign for 7 years is kind of depressing. Usually promotion to lieutenant jg is pretty much guaranteed after the mandatory period. Beyond that, you actually have to do something to earn the promotion.
