Ferengi Rules of Acquisition and Limbough

Hi all,
I have been reading the ferengi rules of acquisition and have noticed some similiarities with Rush Limbough's 35 undeniable truths (the 1994 ed). Especially one on the tree cut down among others. Does anyone know what came first and what was the original source of these sayings?

Definitely the Rules of Acquisition, whilst I'm not sure of when the first reference was made, I know that DS9 began in 1993 and "the rules" were established in the first season. It might be that they were referenced earlier in TNG, but again, I'm not sure as to when.
