Federation Cloaking Device

Is it possible that the Romulans decided to expand slightly on what was established during the Dominion Wars regarding the cloacking tech on the Defiant?
In the sense that they could use cloacking technology on specific ships for specific missions (such as monitoring pre-warp cultures).

The Insurrection movie did apparently take place right after the Dominion War (or so it's implied through the dialogue), so it stands to reason the Romulans could in effect do this right after the war... but beydond that... I don't know.
 
Personally, I've never liked the meager and largely undefined restrictions we've seen on the Feds not being able to use or produce cloaks. The real reason for that was that Gene Roddenberry didn't want the good guys to be "sneaky,"

When the first submarines emerged they were widely condemned - famously by Admiral Sir Arthur Wilson - who labelled them "underhand, underwater and damned un-English".
