The thing to keep in mind is New Visions is made photos rather than hand drawn artworks, so that probably has something to do with it.
48 pages is also twice the usual page count for a comic, and a lot of comics start at $3.99, so $7.99 for twice the content really isn't that bad.

I'm not sure about that, unless the actors are getting royalties for their likenesses or something. I don't think that photomontage would be more time-consuming or difficult than hand-drawing; indeed, I gather that the reason Byrne switched to photomontage is because it's gotten harder for him to draw by hand as he ages, and this is easier for him to do.

Twice the page count, yes, but it's significantly more than twice the content, because most comics today are a lot more decompressed than they used to be, with typically only 3-6 panels and a couple hundred words per page, while Byrne's photo comics tend to pack in far more panels and denser verbiage, like the comics of the '60s and '70s. So it's maybe more like 3-4 times the content per issue.
