Emoticon design freeware?

I used to have this little and simple piece of software that was made to design emoticons. Must have deleted it though 'cause I cant find it anymore.

No big deal, I thought, I'll just google for something like it again…

That is a big deal: I've been looking for such a piece of software for a couple of hours now and found only sets of emoticons -no software to make them!

Anyone got any suggestions?

it's not specifically designed for emoticons but Inkscape is a great vector graphics program
GIMP is also fantastic for raster based graphics

I use the Gimp for all my other graphics needs, but thought aout something smaller for just emoticons. Will look at inkscape now, thanks!

Inkscape is great, but I don't know if it'll be what you're looking for . . .
I've never heard of any specific emoticon designing software

The one I had came with a magazine some friend gave me, it could do all sorts of things with Windows icons, emoticons, cursors… had a lot of fun with it before i -apparently- erased it.

Probably some short-lived Danish PC magazine -no can't say that I do!

But, I managed to do what I wanted to -again in the GIMP- today, still haven't found anything like the thing I started out looking for though
