If they potentially affect bystanders--something which should be investigated, since it apparently hasn't been--they should be regulated like cigarettes. If I don't want to inhale your cigarette smoke I sure don't want to be inhaling your nicotine vapor, either.
But maybe this is what tobacco companies want: to silently addict millions of people thanks to those who are exhaling nicotine vapor. All of a sudden, more people will be craving cigarettes.
