So we can intrepret for this that we're either sticking with half-seasons or the season will start later in 2014.

That seems like a fair conclusion to me. (If I were going to bet, it'd be on the half-seasons.)

Bear in mind that there's currently a vacancy for BBC1 Controller, so a decision on whether to stick with half seasons, or hold back for a full one in September 2014, might well be put on hold for the month or two it'll take to appoint the new one. After all, he/she'll be in charge whenever it runs.
