Did the UFP comit genocide on the Synths after the mars attack?

I'm enjoying season two of Picard and I forgive the Federation. Did the UFP genocide the sentient holograms, TOS Android planets(that werent wiped out by the Zhat Cash) as well as Exocomps and any Noonian type Synths that ventured off their secret planet(kept secret from the UFP for the same reason as kept secret from the Romulans). The Ex Borg were likely denied citizenship on similar grounds though unclear if they would be genocided as per the synth ban.

The Soong-type synths of Copellius did not exist at the time of the ban, so no, they weren't slaughtered because of it; they were created later, after Maddox and Soong went into hiding specifically to evade the ban. Once the Federation knew they existed, they sent an armada to protect them, in fact. And we know from season one that ex-Borg were also not slaughtered just for being ex-Borg - Seven would be exhibit A there, plus we were specifically told that Hugh was a Federation citizen with all the rights and privileges that status confers, it was the reason even Narissa didn't dare make a move against him until he had begun an insurrection on the Artefact, which gave her a valid excuse.

So no, there is no evidence of any mass genocide following the Mars disaster. The evidence says that development of any new synths was banned going forward. Non-sentient androids would have been decommissioned, but no action would have been taken against any beings already known to be sentient.

There is also no evidence that any TOS android planets were wiped out by the Zhat Vash.
