DS9's recurring characters got a lot more development than most of Voyager's regulars.

Really DS9 is an example of how great writing can carry the series and devolop characters.

Voyager definitely had better visual effects, TNG had the better acting cast, but DS9's characters were so much more real, because of the situations they were put in.

More real AND more honest. The situations and the subsequent reactions of all the characters seemed to me to be more appropriate to what we would honestly expect them to be. Quite often, the snarky remarks were exactly what you would expect to see in a situation. Nothing seems overly sanitized. Oh yeah, and Damar was a classic example - a very well played and fleshed out character.
