Daleks in Looney Tunes movie?

It's actually the Daleks from the two theatrical movies with Grand Moff Tarkin as the Doctor, which apparently are owned under separate rights from the TV Daleks.

The Dalek appearance wasn't approved by the Nation state, as I recall. They were pretty cheesed off by it.

Apparently...
Steve Martin suggested having the Daleks make an appearance.
Once the film was out, the Terry Nation estate kicked up a fuss, on the grounds of owning the copyright/approval rights, and not having been asked in advance.
It all got settled in the end.

I am glad it showed up in that movie.. nice to see a nod that the daleks are a huge alien thing.. and should be included in any alien monster line up..

The Daleks actually are in some good company from some old, classic scifi films (that insectoid mutant from "This Island Earth" always scared me when I was a little kid!). I think it is cool that the film's production team thought to include them (even if the film was not a high water mark in film making).
