Yes it's Steven "you couldn't cast a young bloke as the doctor, it wouldn't work" Moffat.
Ten; but unlike some of the other things he said in that interview he's never given any indication that he's changed his mind on that subject. Indeed, the words "Time Lord" have only cropped up once in his six scripts to date and even then they weren't spoken by the Doctor.
Heh!! Yeah, I don't expect to see any silly-collars again after LotTL flashbacks. RTD covered that one. But, I'm pretty sure we'll hear the title "Time Lord(s)" again from Moffat. It's the elephant in the room that RTD made sure to remind us of every other episode. However, if these last specials DO involve closing the cap on Gallifrey once and for all, I wouldn't be terribly upset.
My personal theory is that, IF the Time Lords are coming back, then it's The Master who has brought them back somehow, and The Doctor will be forced to destroy them again, in a "You can never go home again"-kind of vibe where he accepts that the era of the Time Lords are over.

If asked, I would admit that I feel like the chances of RTD bringing back the Time Lords and Gallifrey in the final specials is about 70-30 for.
The reason, strangely enough, has to do with comic books.
Writers in comics generally like the leave the playground toys the way they found them, so that the next writer gets to play with all the toys. They may take certain toys off the table during their runs, but when all is said and done, the toys are back on the table.
RTD inherited a series with Gallifrey and Time Lords. Yes, he's kept that toy off the table. It's the one toy he hasn't played with. It's the toy he needs to put back on the table to leave the playground toys the same for Moffat as Philip Segal left for him.
No, I haven't seen anything that actually suggests that Gallifrey and the Time Lords are coming back. But based on the old comic book idea of "the appearance of change" rather than actual change, I can see RTD playing that card in his finale, just to put things back the way they were -- so Moffat can use them or not.
(That's not to say that if RTD doesn't bring back the Time Lords and Gallifrey that Moffat couldn't at some later date.)

I don't see RTD as that kind of writer. That comic book approach is based on the idea that the "toys" are valuable in and of themselves, because they're part of the history of whatever franchise, regardless of their actual dramatic worth. The tapestry is seen as rich because it's a tapestry, not because of any skill. Some fans view Doctor Who's history this way and wish its producers would, but it's not an attitude that's been taken by anyone actually in charge of the programme. And certainly not by RTD, who referred to the show's 40-year history as something "we’ll ignore. Except for the good bits."
Now, if Moffat wants the Time Lords brought back, and doesn't want to write their return himself (which strikes me as an improbability contingent on another improbability), I can believe RTD would work that into his finale, for the sake of the transition. There's an e-mail in The Writer's Tale where he basically says that he'll set up whatever Moffat wants. But to bring the Time Lords back just for the sake of reseting to a "normal" that never existed? I can't see that happening.

Tennant was apparently brought to tears when he read how his Doctor would go out.
Maybe 11 is born in bloodshed and anger thus giving us a cranky 11 and completing the circle

See I'd say Tennant was way more manic than Eccleston,one could also argue that Davison was more than a little cranky on occasion
I'd definitely agree that Tennant's is far more manic than Eccleston's Doctor.
And all I know of McGann's was the movie. Not sure how bold I'd call him in that but... it does make the pattern in the picture fit.

Yeah he does dress like Doctor Three. Doctor two and seven are the short unattractive doctors
