Dallas officer delayed NFL player as relative died

DALLAS (AP)—A police officer was placed on administrative leave Thursday over a traffic stop involving an NFL player whom he kept in a hospital parking lot and threatened to arrest while his mother-in-law died inside the building.

Officer Robert Powell also drew his gun during the March 18 incident involving Houston Texasn running back Ryan Moats in the Dallas suburb of Plano, police said.

“I can screw you over,” he said at one point in the videotaped incident. When another officer came with word that Moats’ mother-in-law was indeed dying, Powell’s response was: “All right. I’m almost done.”

Powell, 25, a three-year member of the force, stopped Moats’ SUV outside Baylor Regional Medical Center at Plano after Moats rolled through a red light.

Police officials said Powell told his commanders he believed he was doing his job, and that he drew his gun but did not point it. Kunkle said Powell was not necessarily acting improperly when he pulled his weapon out, but that once he realized what was happening should have put the gun back, apologized and offered to help the family in any way.

“His behavior, in my opinion, did not exhibit the common sense, the discretion, the compassion that we expect our officers to exhibit,” Kunkle said.

Moats’ wife, who was in the car along with other relatives, said Powell pointed his weapon at her.

“He was pointing a gun at me as soon as I got out of the car,” Tamishia Moats told The Dallas Morning News.

Ryan Moats told KRLD-FM in Dallas in a phone interview Thursday that after the officer pointed the gun at his wife, he pointed it at him. “I just tried to stay as still as possible to not scare him or do anything to make him react,” he said.

Video from a dashboard camera inside the officer’s vehicle, obtained by Dallas-Fort Worth station WFAA-TV, revealed an intense exchange in which the officer threatened to jail Moats.

He ordered Tamishia Moats, 27, to get back in the SUV, but after pausing for a few seconds, she and another woman rushed into the hospital. She was by the side of her mother, 45-year-old Jonetta Collinsworth, when she died a short time later from breast cancer.

“Get in there,” said Powell, yelling at Tamishia Moats as she exited the vehicle. “Let me see your hands!”

“Excuse me, my mom is dying,” Tamishia Moats said. “Do you understand?”
Ryan Moats explained that he waited until there was no traffic before proceeding through the red light. When Powell asked for proof of insurance, Moats grew more agitated and told the officer to go find it.

“My mother-in-law is dying! Right now! You’re wasting my time!” Moats yelled. “I don’t understand why you can’t understand that.”

As they argued, the officer got irritated.

“Shut your mouth,” the officer said. “You can either settle down and cooperate or I can just take you to jail for running a red light.”

By the time the 26-year-old NFL player received a ticket and a lecture from Powell, about 13 minutes had passed. When he and Collinsworth’s father entered the hospital, they learned Collinsworth was dead.

I think that pretty much sums up the answer to your question.

That's HI-LARIOUS!!! Because people get arrested all the time for running red lights.

He should have just said what he meant:

The only downside of this douchebag resigning is that the whole thing gets swept under the rug.

I have the utmost respect for cops but this guy is just an asshole.

Oy, the doctor was black with an accent. You gotta wonder if the officer would have taken him at his word had he been white. I could understand if he'd been weaving all over the road or something, but that doesn't appear to have been the case.

It's not the case. He was simply driving too fast.

The idiot cop saw him use his badge to access the automatic gate in the physician's parking lot and when he exited the vehicle (Lexus) he saw that the Doctor was wearing scrubs.

Moats is probably lucky the cop didn't have back-up, or he might've been the next patient in the hospital.

The lady was going to crank out a baby, you think she can wait an extra half an hour while the cops get there crap together. Seriously, wearing those scrubs should've been a hint he was doing something important.

Except for the cops themselves, right? Funny how I never hear of cops giving other cops tickets and it's also funny how cops fly right by me when I'm doing 85 and they don't have their flashers on (which is also not legal). They also don't use turning signals when switching lanes or turning and they routinely go through red lights and make illegal turns.

I don't even have a problem with cops giving other cops professional courtesy but they are really full of shit when they come up with bullshit excuses like "Nobody is above breaking the traffic law" (which the police rep in that video echoed). They've got no business saying that no one is above traffic laws when they themselves don't obey them and they give each other professional courtesy as a matter of course.

If you see a physician use his magnetic badge to go into a physicians parking lot, a lot that has only one exit (right next to the entrance he came in, with a gate in front of it) and he parks in a physician's spot then proceeds to get out of the vehicle displaying his physician's ID while wearing his scrubs, shouldn't that be pretty good indicator that the suspect isn't going to be a problem.

Instead, douchebag 27 year-old cop doesn't like getting dissed by the black doctor man in the Lexus so he decides to make a hguge fucking issue of it to show him who's boss. This behavior, although routine in Alabama and Mississippi during the 1950's, is not acceptable in 2009. I'm not suggesting that this cop is a racist, as this is mor about ego than race but I have no doubt tha prejudice came into play here just as it did with the case in Dallas and both officers ought to be ashamed of themselves. They both had the opportunity to use a lot more discretion and they chose not to.

You don't know the circumstances of thst delivery, nor do I (guessing you don't have any kids either). Both of my kids were expected to be easy births and they weren't and I would have been goddamned if I had to leave it up to a fucking Intern instead of my wife's ObGyn because some douchebag cop didn't feel he was getting enough respect from the black man driving the fancy car.
Seriously, wearing those scrubs should've been a hint he was doing something important.
Along with all of the factors, of course it should have been.
