No, but DSC has had several ships named after non-American people and places. It’s mostly the classes names that are American centric, but the individual ship names themselves have diverse names.
Also I doubt Eaves named the Emmett Till. He might have named the class, whatever it is, but the story focused ship names usually come from the writers, not the designer.

There is exactly one DSC ship named for a Canadian. The rest are American-centric names. John Eaves has a tendency to make lots of statements that can’t be easily corroborated.
I was talking about the individual ship names not class names.
There's about a 50/50 ratio on the individual ship names.
7 Non English/American (8 if you want to count the ISS Charon, which is Greek)
7 English/American.
There was a ship named Dana, but I have no idea who it could be named after.
Until someone says otherwise I have no reason not to believe him. He said he designed like 30 odd ships for season 1, it was just a coincidence that the production team chose the ones with American centric class names.

The Gorkon from "Descent" is the one confirmed case.
As for the rest, no telling. USS Eisenhower might well be named after the 22nd century biologist who figured out how to make chimps and lobsters interbreed; USS Curie might honor the general who in 2256 slaughtered the Klingons at Obscuria II. Conversely, USS Nowan Atall could refer to the British civil rights activist from 1887 that all the heroes know all about, even if the audience remains ignorant.

If Star Trek were being produced for the first time today, and it stuck to the 5 main planets that founded the Federation, the ship's names on screen should reflect those races. There is no reason a Vulcan ship should be called USS Intrepid, unless it is the English translation of a Vulcan word.
Regarding Ezri moving to command and how it appears as though every lead/secondary character we know and love ends up as captain...
We should keep in mind that each captain has a different background or specialty, and ironically or intentionally, fits pretty much with what that series is about at the core.
Best examples of this are Sisko and Janeway. Sisko was an engineer by training, and Janeway a scientist.
I don't think putting characters on a command track cheapens their specialty, like Nog with engineering or Ezri as a counselor. In fact, I think it not only rewards them for their service but it also makes them more effective leaders, particularly a counselor who understands PEOPLE. Every leader has to be able to be a counselor of some sort to understand how to motivate your crew or what gets them to be at their best. Plus, such training comes in real handy in diplomatic situations... stop fires before they start.
And an engineer as a leader... what better person to BUILD a great crew or team than someone who builds and repairs as a specialty. Sisko is a perfect example of this, as he was building a life for not only his son but the whole station.

Wouldn't the Vulcan captain just be assigned to the ship Starfleet told them to go to? Then the captain would assign the crew.
Eaves would only have named the classes. The actual ship names came from the scriptwriters. So yes, the writers had more diversity when it came to names; Eaves did not.

I don’t have the same unwavering faith in Eaves that you do.
There is just no reason to doubt him on this. No one has yet to say otherwise.
Even then, it would be dubious. Why would Vulcans even acknowledge the concept of trepidity? And why would they find value in somebody being in denial about that quality?
Then again, Vulcans might not believe much in the logic of giving a name to a starship to begin with. And although we learn otherwise later on, we might still argue most Starfleet species don't give a rat's ass about ship names and don't mind the humans doing all the naming for them.

DS9 gave us the Vulcan ship T'Kumbra, likely named after someone of note on Vulcan.
I would like to see this ship in a new Star Trek show like the upcoming Picard one or make at least a reference to the USS Emmett Till.
