Humans definately have the potential to reach the level of technilogical advancement that is present in the star trek universe (perhaps not warp drives or inertial dampners but certainly things such as replicators and stable antimatter-matter reactions), but I think that we can easily surpass the humans on a moral and emotional level. What we see in the 23rd/24th century is almost exactly the same as how humans behave now. Personally I don't think that the timeline is far enough ahead. We will gain most of this technology but it will be closer to the 34th century instead of the 24th. But we will still grow emotionally and can easily surpass these beings by the 24th. At least I hope this is the case...
