Ok so in Cast No Shadow there's some very nice interplay between the various Alpha/Beta quadrant factions and their respective intelligence agencies (SI, II, Tal Shiar etc etc). I liked this a lot, though PLEASE will someone put me out of my misery.

"Kodiak Delta" this is ringing a bell as something I think I should know about but am utterly stumped and even Memory Beta is no help. Am I forgetful and this is an in-continuity reference which i should recognise or am I being a dunce and making it up?

Fret no more; the "Kodiak Delta" reference is a throwaway I came up with to give a sense of other events happening off-camera, so to speak. Perhaps I'll explain it in greater detail one day...
