both vulcan and romulans

watched balance of terror the other night and started thinkin,what actors beside mark lenard has been both a Vulcan and romulan.
 
Kristie Alley, in theory played both at the same time (Robin Curtis as well but was less Romulan than Vulcan).
 
Jack Donner played Romulan Subcommander Tal in TOS "The Enterprise Incident" and a Vulcan priest in ENT "Home" and "Kir'Shara".
 
Robin Curtis played Saavik in TSFS and TVH.
She went on to play a Vulcan disguised as a Romulan in the TNG episode "Gambit."

There are probably two or three unbilled background actors, extras, and stuntmen as well.
 
She was an emotional and violent dissenter, but she was supposed to be a native Vulcan. She just wore two layers of cover to hide that. Her "outer" cover identity was of a Romulan rogue, while her "inner" cover which she presented to Picard was of a Vulcan secret agent posing as a Romulan rogue.

Of course, with that much deceit going on, we don't really know whether she actually was Romulan after all. Or perhaps he was a Klingon who underwent surgery to pull off this Federation-destabilizing mission of his?

Who was also a Vulcan.

Saavik being half Romulan fits Alley's version more than Curtis' version.
 
Doesn't actually count, but the actor that plays general martok, played a vulcan at wolf 359, as well as several other characters on the show.
 
In TAS, James Doohan voiced the Vulcan healer in "Yesteryear" and two Romulans, the commander in "The Survivor" and Xerius in "The Time Trap."

Am I the only one who thinks his voice sounds exactly the same for all of the secondary characters?

Many really do sound awfully similar, but I think that there is a definite range shown. For example, to me, Arex, Xerius, the Shore Leave Planet master computer, and the insectoid alien commander of the pod ship trapped at Questar M-17 are sufficiently distinct. However, in the case of the insectoid commander, I suspect that the audio effects fairly obviously used on the voice really helped disguise him; perhaps if we heard it "straight" it would be more obviously him, but I haven't had the privilege.
 
I thought this question would be easy to answer but it sure isn't once you've Lawrence Montaigne down!
