Really, if there's two Trek species I love talking about, it's Borg and Q. This thread is scratching that itch big time.
First Contact provides some pretty compelling evidence that she was there.Even still, she might not have been in the form that we know. Picard certainly didn't immediately recognize her... he seems to recall as her as more of a presence. She may have been more of a manifestation of the will of the Collective, not quite a defined individual but also not simply a voice in the collective.
See also: the Queen's "you think in such three-dimensional terms" quote from FC, implying the Borg, or at least the Queen, isn't bound to just one universe.
This is where I'm at. I trust the Queen as far as I can throw her. But, if she told the truth about being in superposition, then the Borg are significantly more dangerous than they appear at face value.The Borg may not entirely be beyond bluffing, even when they feel they aren't. See their 'resistance is futile' statement which until now has proved to be overstating the case, as far as humans go at least. This Queen statement may be another one.
