When starfleet encounter borg drones either on a borg ship or on another vessel starfleet are force rotate the modulation of their phasers to hinder the borg from adapting, even so the borg eventually adapt and an energy shield of some sort kicks in to hold off the phaser fire.

how come borg ships dont utilise these methods?

Yeah, they do. changes for plot allowing.

Whilst there have been situations where Borg vessels have used shields, these seem to be the exception rather than the norm. Typically they take damage and repair it later. Why they do this is open to speculation. I'd suggest that the sheer size of a Borg cube makes it highly energy intensive to protect against normal weapons.

Given that most Star Fleet weapons can blow big holes into the outer surface, yet fail to do any significant harm, the Borg probably think it's a waste of energy shielding the whole ship. They only bother when facing something that may hurt them, like the deflector array in BOBW pt2.
