Can someone please tell me the title of the TOS book in which human life never developed on Earth? I think there is a dinosour on the cover.
 
Yes, it was "First Frontier".

One of the things most interesting was how the absence of humans effected the galaxy as a whole.

Humanity by helping form the Federation acted as a kind of "regulator" on the aggressiveness of races like the Romulans, Klingons, and even the Vulcans.
 
Suppose that's in keeping with ENT's depiction of humanity, as the new kids on the block, being able to act as honest brokers between the pre-established spacefaring communities.

The book was published in 1996, I think, so it would be the other way around, rather.
