The first choice is an excellent one. 
.I haven't read Losing the Peace yet, but I plan to.
The Soul Key is OK but the DS9 relaunch seems to be losing speed. I really wish that they hadn't gone into the MU, or, if they did, shortened it up. There's a lot of other good stuff to mine in the "normal" universe.
I have not gotten into the Titan series at all, and I probably won't, so I can't comment.
Troublesome Minds is one of the best Trek books I have read in quite a while - and that's saying something. Very mindful of an actual TOS episode, well developed and thought-out, and, without giving out any spoilers, has an ending that really makes you think. A must-read.

Soul Key & Synthesis - haven't read
Troublesome Minds - This all depends. Are you a fan of the original Star Trek series? If you are, then absolutely pick this one up. I didn't realize just how rare it was, but reading it, it's like really finding a missing episode when the original series was in its prime. Everything that goes into the best of the original series episodes is in here, and I recommend this highly. In fact, I'd put it at the top of your list to get - and read.
I was looking at Full Circle and Unworthy, as well as the more recent New Frontier and Vanguard novels, but ultimately, I've always been especially partial to TOS, TNG and DS9. The VOY, Vanguard and News Frontier books will likely come from the library next time I get the chance to go.
I haven't read Synthesis yet (it's next on my to read list, though), so here are links to my reviews of the other three:

In short: Of the three Soul Key is the weakest (and demands the most familiarity with the preceding novels), but while Losing the Peace is slightly stronger than Troublesome Minds you can't go wrong with either of those two in my opinion.

I really enjoyed all four of those books, so I'd say stick with them.
