Best "CHEAP" space movie

The 1986 Fly does have an atmosphere that is quite reminiscent of Film Noir yes, I just categorised it as horror in my head, I guess it is a bit of a crossover though.

Children of Men, again a great film, I really enjoyed that film, and the Ninth Gate now you mention it Deckerd.

There's not really a hard definition of exactly what modern film noir constitutes, but I tend to think of it as a combination of atmospheric, often low lit aesthetics, a story that evokes thoughts of classic crime drama, downbeat pacing, smoldering sexuality, perhaps a less than perfect hero, often a loner with questionable morals. Dystopian future stories lend themselves very well to this kind of treatment, although Children of Men is a pretty full on movie, sure was depressing though
