"Frobisher" was a changeling who traveled with the 6th doctor in the Doctor Who Magazine cartoons who spent most of his time conducting their adventures using the shape of an Emperor Penguin. He's also had a couple charming Audio adventures, although I've only heard one of them

It's not very difficult to uunderstand. To people like the Police and the Regular Army Torchwood is known as some sort of branch of the Intelligence (no jokes please) Services. It's what they actually do that's the secret.
