Awful person of the week: Dr. Manheim

This is the guy from We'll Always have Paris. He's basically the Homer Simpson of the Star Trek universe, just an accident waiting to happen.
His wife and Jean-Luc had a fling before Jean Luc shipped out for Starfleet.
Dr. Manheim was super messed up and thought he might die, so he told Picard to take care of his wife if he died, and then he admits he was a horrible husband, ignored her, and thought she would probably have left him had she had the opportunity (they were on a super remote planet) and he wouldn't have even noticed.
His experiments caused the death of all the scientists and friends he had been working with over the last decade. It also ripped a hole in time and could have had disastrous effects on the universe.
After the Enterprise saves the day after he royally screwed up, he seems like he is suddenly okay (as though he were faking everything the whole time). Then he gets excited and says he and his wife are going back. This was after he exclaimed how horrible of a husband he was. I'm certain he would continue to ignore her once they get back. He also wants to start the super dangerous experiments up again that were the cause of the deaths of his colleagues and had ripped a hole in the fabric of time.
And Picard is okay with it. I would have beamed him out into space and been done with the fool.
At the end, his wife is talking to Picard and mentions she expects him to come to her rescue next time, almost as if she expects some other tragedy to happen.
