Audio file playback issue

I lack the vocabulary to adequately describe the issue I'm encountering here, let alone identity or resolve it; but as VLC, Foobar2000 and Windows Media Player all have issues rendering the following file, I submit it as evidence. I have many similarly afflicted files here which I'd like to work with.

In playing the above file, Foobar2000 exhibits a different issue than VLC/WMP. The latter two seem to speed up the file, thereby also increasing its pitch, whereas Foobar plays it at the correct speed but with a continuous stream of 'hiccoughs'.

The only other clue I can provide is that most of the files register in Foobar2000 as being sampled at 44.1KHz and those are the ones I'm having problems with. The relatively few files amongst the bunch identified by Foobar2000 as being sampled at 32KHz play fine.

Anyone know how I can resolve this issue?
 
nvm, found a program able to play the files correctly (MusicPlayerEx) and I can record the output from that to generate the 'clean' files I need.

In any case, thanks to anyone who gave my issue here even a moment's thought. :)
 
Could it be, because it is MONO?

I could play it via QT Player and VLC Player 1.0.5 btw.
Strange.
