They've already had John Barrowman and Alex Kingston on board. I think it's fair to say that someone working in the DC-TVerse is a Who fan.
I'm kind of a late convert to this universe - half watched the first few episodes of Arrow but didn't really get into it. I've been enjoying Flash and thus rejoined Arrow in S4 and am enjoying it too. So I'm looking forward to the new show - this gives another reason to do so.

I remember one of the Producers saying something to the effect that if Tennant wanted to appear they'd have him for as many episodes as he wanted at the drop of a hat. Of course, he's been snatched up by Marvel so it probably won't happen.

I remember some fans wanted Tennant to play the Riddler in the third Nolan Batman film.
Although Burn Gorman (Owen in Torchwood) had a role in the film as Dagget's right hand man, although he never appeared in Doctor Who (Stolen Earth took place after Torchwood season 2).
