The OP said "the best Bashir performance", not "best guest star performance" or "best performance'.
Siddig's good here, but my favourite of his performances is in Hippocratic Oath.
This is really the first episode where Siddig does a great job, but I think he performed better in The Quickening and Inquisition. His acting ability really improved this episode on.
Obviously the Wire is remembered for being a Garak episode, not a Bashir episode, but Bashir really does a good job here.
