True. One is an alien and he might wear heavy make up. That should make the age of the actor less important. When it comes to Rapp, it is harder, as he seemingly plays a human. I guess they could make him 40, at most 35. Younger is really not realistically possible.

Nothing say you have to join Starfleet exclusively in your late teens.
Starfleet might be a second career for someone and they joined later in life, if you join in your late forties, you would be a lieutenant in your mid-fifties.

Also, I would imagine that promotion opportunities (beyond Lieutenant) for researchers, especially if they wanted to say onboard starships, would be limited as Lt Cmdrs+ would be mostly Department Heads or involved in long-term research "back home". I'd also say to Rapp particularly could pass for younger.
Not everyone gets to be captain. Not everyone wants to be.
