I had to vote Satie. Although a great character, I didn't see her as a strong antagonist. To me, that would be someone who puts lives and possibly the fate of the Enterprise itself in jeopardy. She was just a crazy, misguided bitch.

I also voted Lore, because he was an overused cliche. The "evil twin" has been done to death. His uses did improve in later years, though, after Datalore.

^^ I agree with the reasoning of Satie.

Though Lore is just another "evil twin", I voted for Tomalak. I don't remember him posing much serious threat to the Enterprise. He was full of empty threats.
