Another Nemesis Question

Geordi and Data tell Picard of a plan for a "Tactical Advantage" in regards to the data download B4 did. So why is Picard suprised to see Data on the Schimitar?

Maybe it's better to watch the whole movie and THEN post questions instead of trying to do it in real time.
