I'm sorry, on what basis is it near future? Even if, that isn't what makes a story science fiction. And inaccuracies happen in all kinds of movies. Action heroes regularly go through incidents without a scratch that would have killed a real person, cars explode when shot at or when falling from a bit of height, historical figures wear the wrong clothes, films taking place in foreign countries have the wrong landmarks in the backgrounds, etc.

I'm not totally correct on that--but I'm basing it on the idea that the story is based on an event that hasn't happened yet--but is speculated as a possibility.
 
By that metric, The American President is set in the near future, because a single man is President and falls in love while in office.

I was specifically thinking about the Kessler Effect depicted in the movie. It is a theorized phenomenon that hasn't occurred. The movie is about what could possibly happen if this theory actually became reality. The Martian has a similar story. It is a science fiction tale that could happen now. It's science fiction because it depicts surviving on Mars in a way humans have not done yet.

And I guess, now that I'm thinking about it, that is what makes Orbital as science fiction novel as well. It depicts a superstorm that threatens to destroy the Philippines.
