*sigh* I kinda wished I wouldn't have to. I'm not good at this and I don't have the time to make it good, so I'll summarize. Let Flukie add style!
So those guys are, I guess, at the gates of Hell and the Devil is giving them a last chance. "Ask me for something that I can not do or provide (short of getting out of Hell), and you get out."
The German and the Englishman fail, of course: the Devil meets their fantastic demands.
The Frenchman scratches his head, and out of the blue
(not a French expression, that one), he lets out a fart. His eyes light up, and he says, "Well why don't you catch this one, stick it in a cage and paint it blue."
