I am convinced that Taibak and Koval are the same person, especially since we now know that Romulans like to play around with names, and the Chairman of the Tal Shiar would likely have a history of deep spying within the Romulan Guard.

I tend to think this myself. I mean, Taibak isn’t even named in “Mind’s Eye,” just the script, so it’s easy to just read them as the same person anyway.
