Since Section31 doesn't exist they can;'t have any insignias as mentioned in asimilar post recently.

My logo doesn't have the reference to Section31 but a small clue in the graphic

Looks like a promising start. I would pay closer attention to the kearning and tracking of your text as there is some uneven spacing between the characters. The word "Bureau" should also be centered at the bottom of the circle. A non blurry version of the delta might be cool. I think I know what you were going for with it but it might just be nice to see it in a clearer, crisp version too.

What about "Starfleet Bureau Of Intelligence". Then you could have "Starfleet Bureau Of" around the top 3/4 with "Intelligence" across the bottom. It would eliminate one of the dots while giving you some flexibility to play with the spacing to balance it out.

I think I was overthinking the premise. I had used the blur to give a murky feeling, since Section31 isn't really "there". I removed the blur and I like it better.

I'm not using photoshop to create the text, I'm using flash CS5.5 and I don't know if there's a way to create the text perfectly in a circle. I have to drag each character into position.

Do they know what a key hole looks like in the 24th century?

Well Kirk collects antiques so I'm sure lots of people will have old stuff around that uses keys. The key hole symbol seems to be universal on earth today. Starfleet is a "homo sapiens only club" so I assume if needed, the keyhole symbol would be of human design.
