The creators were involved in Rick & Morty, and Mariner has been compared to Rick (drunk, know-it-all, usually right).
What if Mariner suspects that promotion to Captain might bring out her worst Rick-like tendencies and she ends up like a Pressman or Leyton (yes, I know the latter is an Admiral, but he got started as a Captain given his "there's a time to shut up and obey" lesson Sisko recounts)?
In effect, she's self-sabotaging herself into Doofus Rick (minus the humility and niceness) because she's afraid of how much of an asshole she might become otherwise... possibly because she thinks her mother did. Since they reconciled a bit, she might reconsider... but if there IS:
