Yes, we have people who attempt to mime the behavior of past cultures, but this is hardly regarded as something serious outside of a cosplay environment. For example, you don't see such behavior in established institutions such as the military or a corporate business. As for the idea of the 'gentleman' (something which precedes the 1900s), it is way of behavior that is generally and increasingly frowned upon though retained in certain cultures. I maintain that it would be out of place to have someone behave this way in the 23rd century, unless some of the Southern stereotypes of behavior are continued as you suggested. However, recognizing that this is a work of fiction from the 1960s and that Deforest Kelley is a Southern native, having a character of this nature is not unusual. However, I still maintain that it abstracts the series from realism as do many other aspects of the show. However, I appreciate the charm of Star Trek as it is, and I don't devalue the work for not being realistic.
