If you read more carefully, it specifies some info for the UK, but the top 10 is: "across the world".

Looking into it a little more, they dropped the first 2 episodes of every series because they are generally the most watched, then they classified it as most "rewatched", defined as people who watched the whole episode, then at least 6 minutes of the episode again.

In some way I'm a bit surprised that VGR beats DS9 so clearly... Maybe it has something to do with the more continuing storyline of DS9's later seasons.
Without further context, these could just be the episodes that were hardest for viewers to understand what was going on. One of the episodes, "Clues" is basically a whodunit, and that's the sort of episode that I could see people wanting to watch again just to see how all the clues fit in with the final reveal, something they don't know the first time through. That doesn't mean that these are the favorite episodes.
That said, at least BoBW is probably there simply because it is an unqualified favorite.

Voyager isn't as 'heavy going' it makes re-watching more enjoyable.
