For the most part I love the new effects. It wasn't outlandish. In some places I wouldn't mind a little better even. Me and my wife have a running joke when TOS remastered is on H&I and will say "pretty good SFX for 1966" (most notably on the Galileo 7 shuttle sequences.
I mean the episode is about how being human is not inferior to Vulcan even if they have better abilities.
Which is the point.
Being smarter or stronger is not better. Because what makes a person valuable is not how efficient or powerful or strong.
Its a great anti-abelism message.
And yes...
...same thing to him in this episode. They repeatedly mistreat him for being half-human at every turn in this episode and it is played as a big joke. "The away team is only 4.5 Vulcans because you are only half Vulcan, Spock, you are inferior to us and not a real Vulcan like us that took a magic...
...of amusement is the incidental music in TNG's attempted comedy episodes and how they're no more-or-less corny than in any later series. If the joke itself can't work, the music's not going to help.

I think perhaps you missed the part where their 'Vulcaness'(?) was completely based on Spock's perception of his fellow Vulcans, especially after his experience of being considered less-than and being treated abysmally, due to his half-human DNA.
At this point in his life his idea of being...
...and had more situational comedy, and explored what it means for Vulcans to control their emotions. But instead they just made Vulcans into the joke.
The scene where they first transform into Vulcans and they fall to the ground, totally overacting that scene, crawling on all fours shouting...
...apartment. Also Patton Oswald was there but didn't get anything interesting to do. The music constantly played fair laughs. But none of the jokes were funny.
And that is completely ignoring the weirdly racist undertones of the premise (because frankly the episode ignores it too).

...of SNW where I found myself laughing heartily more than once. I don't remember anything like this ever happening to me on TNG. Sure, some jokes and situations made me chuckle, but when TNG tried to make "pure" comedic episodes, the result were (at least for me) sometimes borderline cringe. I...
...like chumps while Riker goes crazy. If you were a fan of S.C.E./Corps of Engineers, you get one chapter of them which largely seems to be a joke about Tev's obnoxious pedantry. If you were a fan of DTI, you get a returning appearance by a character who ought not to have actually made one. If...

None of it makes any sense scientifically about why the serum makes people act like extreme Vulcan stereotypes except for La'an who is stereotypically Romulan.
But it's just an excuse for the joke and acting ridiculous for an hour.
