You certainly could, and given the Romulan Star Empire, the recent Dominion War, and attempted coup, the Narada might have pulled double duty in the service to Romulus.

Three works for me because it doesn't pretend to be smart, like two. It was just 'let's have people run for their lives from big dinosaurs'. Dominion.... I mean, it had some fun moments but the bad moments really bring it down. It's something I put on as back ground noise while I do other things...
IMO it really didn't start to pick up steam until the Dominion arc began and Sisko became bald, but there were a number of notable episodes beforehand, such as "Duet," "Move Along Home," "In the Hands of the Prophets," "Progress," etc.
Perhaps overreach is a better term. Regardless, it was yet another admiral compromising principles for victory. While understandable, I can hardly commend it for the outcome.
I would hardly call Admiral Ross corrupt. He got his hands dirty in "INTER ARMA ENIM SILENT LEGES", but at least it was to help keep the alliance against the Dominion going and win the war, not a personal power grab. He aided in something a bit unsavory to help make sure the good guys won.
Unfortunately, it is a very common trope in Star Trek that even Deep Space Nine wasn't free of and that is the idea of leadership being either evil, incompetent or overreaching.
I would hope after Admiral Cartwright and the parasite invasion in "Conspiracy" that leadership would receive reforms...
