I always took "on" to mean that's how many worlds they've set foot on and explored, etc.

That scene was supposedly CGI, which is why it looks a little funky compared to the other shots of it. That opening flyby in TSFS is one of the worst-looking shots of the Enterprise in the whole franchise. Very disappointing.

Definitely an episode to be infuriated by and offended about. Demand consequences for everyone involved.
