Agreed. The psychological well-being of the crew seems to fall to the CMO and I only remember Julian (of the Doctors overall) being adept at doing that before Ezri turned up

That’s probably true - unless the writers create a 32nd century that’s different sociopolitically than the 24th century delta quadrant. The discovery could be adopted by a Starfleet esque faction maybe, so they’re still part of a fleet - just with different values to the Starfleet of the 23rd...

To be fair, the Vulcan lady did say “it [V’Ger] stirs your human half, Spock” so maybe it affected only half Vulcans, not full Vulcans. That could be a reasons.
Agreed. Again I’d refer to ds9 here since the universe literally did revolve around Sisko. Without him the literal timeline of the canon universe would not have unfolded the way it did because aliens who exist outside the realm of linear time needed that piece of their puzzle moved in those ways...
