I liked both Redemption parts 1 & 2. I believe that Redemption was originally going to be the season 3 finale, but was pushed back a year after deciding to have the Borg close out season 3.

Yeah, that's the one big shift. For the first two seasons, Bajor was the big story thread, then it pivoted to The Dominion. At least they still found ways to incorporate Bajor into the larger story, like how Bajor signing that non aggression treaty with The Dominion.

I think it was a combination of the two reasons. They were also afraid that the TNG uniforms wouldn't look good on the big screen, so they borrowed ones from DS9. Yet they didn't have enough for everyone, so uniforms were mismatched, and sometimes the same character changed into a different one...
