In Star Trek production memos, Matt Jeffries referred to that symbol (seen on the exterior of starships and shuttles but never on interior sets) as a boomerang.

Not quite. Originally it was supposed to be for the entire service. It crops up on non-Enterprise personnel in some episodes. Somehow the costuming department forgot this and created new insignia for other starships. Producer Robert Justman wrote a now famous memo about it

Commodore Decker was the only person we saw wearing the pretzel badge aboard the Constellation, as there were no other Constellation survivors to appear in uniform. There was no onscreen explanation for the pretzel badge, and Justman didn't mention it in his memo complaining about the Exeter...
Also, there's a difference between a show staffer's guidelines for freelancers and what the people in charge of the show (or film series) are free to do. Generally "don't do this" guidelines are meant to deter freelancers or pitchers from offering up the umpteenth iteration of an overused trope...

Yep, we've seen the Delta on Starbase personnel and officers from other ships. It's never been Enterprise exclusive. The use of a non Delta badge even prompted a memo from Justman back in the 60s.
