Oh she needed a LOT of repairs after the Third Battle of Vulcan... but this is just getting her out of mothballs after 20 plus years....

Starfleet is a dog with a rawhide bone with that bit of peanut butter that they can't get to in there. Just a bit of lore for the ship, but definitely testing they'd have done, for reasons. Because why not have a fully armed Excelsior at the whims of an AI? I mean nothing could EVER go wrong! But also, I think this would be one of the trial runs to get to where the computer could basically run the ship like on the Galaxy class.
The then-captains and -admirals who were around for the M-5 debacle would be either retired or dead by the time the Caldos experiment started...and Les Buenamigo hadn't been traumatised by being assigned to the rescue and recovery operations at Wolf 359 yet...
